When either Creating a new User or Editing an existing User he second tab on the User Modal Window allows you to select one or more Roles for this User. In this case there are only two roles defined, Admin and User. When you define a Role you can set one Role to be the default Role assigned to new Users. In this example the User Role is set as the default Role so that one is automatically checked when you click onto the Roles tab.
